TFC Positive and negative Decay

Hi guys, I read the descriptions but it doesn't describe how the decay works, or I am not fully understanding.

-Does positive decay related to increasing throttle position and negative relate to decreasing?
-Does a larger positive decay mean that TFC is shortened
-Does a larger negative decay mean the TFC reduction is reduced quicker?

I have a good total amount of TFC enrichment, but it comes back out too early so I want to slow down the TFC reduction at the end of a TFC event. It comes it quickly enough but goes away too quickly.
