The motor on a DBW is continually...and very fast, switched from one direction to the other. How fast will depend what frequency you have set or the DBW controller itself will dictate. Probably a few thousand Hz.
SO doubtful you'll get any meaningful measurement from it with a multimeter.
And are you saying the DBW blade is not moving at all ? Ever ?
What conditions are you testing under ? engine running or off ?
Are you getting any errors ?
Is both pedal and blade position all set and calibrated correctly ? etc etc etc etc

Re: dbw module wiring
It turned out to be a simple polarity wiring issue at the throttle, basic system tracing resolved it. Serves me right for trying to compress all the wiring into a tight timeframe!
