the paddles should initiate these things yes, well normally for a sequential etc.
Haven't a clue what order of events etc are needed for the DSG, especially as it could also have a fully auto mode too I assume ? So it will still shift, without the user actually requesting anything.

What are your blips and DBW target etc doing during the shift ?
Is there a blip request ? is it active ? Does DBW target change to reflect any request ?

how much throttle blip is there during a downshift ?
They seem to be saying it may not be enough, hence it's slow to reach the desired rpm for the shift to complete.

Any number of things
From bad idle control setup, bad voltage swings due to the load, wrong injector data for battery voltages and the list could go further.
Datalog all relevant parameters and see what is going on
